Upward Bound in Okanogan County is one of a family of free TRIO programs funded by the United States Department of Education and sponsored by Washington State University, designed to help students prepare for and succeed in post-secondary education. Upward Bound works with students who are low income, or who would potentially be the first in their family to earn a four-year college degree and need academic support in order to achieve their goal of post-secondary education.

Meghan Carranza, Director
Meghan graduated from Concordia University-Portland in 2006 with a Bachelors of Arts in Psychology with a minor in business administration. Since then she has lived in Oroville working and volunteering in this great community. ​Meghan has been with the program since 2015. She is excited to serve as the director for the Upward Bound program throughout Okanogan County.

Kay Arnold, Academic Coordinator
Kay graduated from Wenatchee Valley College in 2016 with her Associates Degree. She enjoys interacting with students and encouraging them to see beyond their current circumstances in order to achieve their goals. Kay specializes in preparing UB students for life after high school by incorporating hands-on life skills workshops. Kay has been with the program since 2017 and serves as the academic coordinator for Omak and Okanogan high school students.
